Institutional History

The history of the Kavalam region is associated with the area that was known in ancient times as Chennamkari. Later, parts of neighbouring areas such as Veliyanad and Pulinkunnu were brought together, leading to the development of Kavalam as a distinct geographical region, as mentioned in the Kavalam Village records of the Kerala Revenue Department. Subsequently, when Kunnummma Village was formed, certain parts of Kavalam Village were also incorporated into it.

The development of the local self-government system in Kerala took place through various stages. Based on the Travancore-Cochin Panchayat Act of 1950, the first local body elections were held in 1953. After the formation of the State of Kerala, the Kerala Panchayat Act of 1960 came into force, followed by elections in 1963. Panchayat elections were subsequently held in 1979 and 1988.

Following the 73rd Constitutional Amendment of 1992, the Kerala Panchayat Raj Act, 1994 came into force in Kerala. Based on this legislation, the first elections under the new local self-government system were held in 1995. Elections were subsequently held in 2000, 2005, 2010, 2015 and 2020. This strengthened the three-tier system of local self-government, consisting of Grama Panchayats, Block Panchayats and District Panchayats.

Growth of Governance in Kavalam Grama Panchayat

As part of these local self-government reforms, the administrative system of Kavalam Grama Panchayat gradually became stronger, with elected representatives, the President, Vice-President, Standing Committees and the Panchayat Secretary forming the core of the local governance structure.

With the strengthening of People's Planning and decentralisation of powers, greater importance was given to public participation, development planning, infrastructure development, agriculture, health and sanitation, social welfare and environmental protection in the administration of Kavalam Grama Panchayat.

The transfer of various institutions, functions and administrative responsibilities to local self-government institutions was also an important development during this period, strengthening the role of the Grama Panchayat in planning and implementing development programmes for the local community.
