Citizen Charter
Citizen Charter – Brief Report
Kavalam Grama Panchayat has published a Citizen Charter to ensure transparent and accountable administrative services for its citizens. The document contains detailed information about various services provided by the Panchayat, citizens’ rights, grievance redressal mechanisms, the Right to Information, and systems for public participation.
Under the Kerala Panchayat Raj Act, citizens are guaranteed the right to obtain information relating to the administrative and developmental activities of the Panchayat. Applications may be submitted to inspect Panchayat records and to obtain copies of such records.
Citizens have opportunities to participate directly in the development activities of the Panchayat through Gram Sabhas, development seminars, and other public participation mechanisms. The Citizen Charter also gives importance to making information regarding Panchayat projects, budgets, and development activities available to the public.
The document highlights the significant role played by Kudumbashree in women’s empowerment and poverty eradication activities. Kudumbashree units functioning across various wards actively participate in rural development activities.
In addition, the Citizen Charter explains the mechanisms for addressing complaints related to Panchayat services, as well as statutory appeal mechanisms such as the Ombudsman and Tribunal. These provisions enable citizens to protect their rights and access services efficiently.
Overall, the Citizen Charter serves as a guideline for ensuring transparency, public participation, accountability, and service efficiency in the functioning of the Panchayat.
